As UK FS regulation moves from reactive oversight to proactive enforcement, firms are expected to evidence outcomes, not just plan for them. Strategic change creates more decisions to control, more data to trust and evidence to maintain. The standard required to satisfy regulators is increasingly required to change, scale and grow with confidence.

Most providers sit on one side of the problem. Regulatory change firms shape interpretation, governance and response, but depend on partners for data work. SIs and data boutiques bring scale and technical depth, but regulatory data delivery is rarely their core discipline. Fenway bridges that gap.

Our Decision Intelligence-led model operates across the four moments where regulatory outcomes are won or lost: Detect, Decide, Deliver and Defend. Underpinned by codified IP, it starts with the outcomes that need to hold, then works backwards to the decisions, data and sequencing required. It creates sharper focus, a faster route into delivery, stronger control and outcomes that hold after completion.

Demand enters through two connected routes. Some firms are responding to live or emerging regulatory pressure: defining the issue, mobilising quickly and reaching a defensible outcome without losing control. Others are moving upstream into structural and strategic change, where regulatory-grade foundations are needed before growth, integration, automation or AI compounds the risk.

Fenway operates across that full value chain – resolving regulatory pressure, embedding the same discipline earlier into modernisation, and building data-led change to the standard required to run, scale, evidence and defend a regulated business.

Fenway was created by Kelly Scanlon, CEO and Co-Founder, and Drij Vyas, COO and Co-Founder, from direct experience building and delivering specialist data work in financial services.

Before Fenway, Kelly partnered with two co-founders to build Instinctive BI, a UK FS data consultancy acquired by Version 1 in October 2022. Drij worked directly with Kelly throughout that journey and through post-acquisition integration. Although IBI was broader, much of its strongest work sat in complex, regulated data environments: remediation, migration, reporting, customer-outcome evidence, operational control and delivery under regulatory scrutiny.

That experience showed the founders where the market was moving. FS firms increasingly faced regulatory expectations that could not be solved by advice alone. They needed data, controls, evidence, governance and execution capability to turn regulatory pressure into outcomes that could withstand challenge from regulators, auditors, boards and enterprise partners.

Fenway was incorporated in Edinburgh in February 2024 to address that gap. The founders used the initial development period to assess the market, refine the proposition, shape the operating approach and turn proven experience into a higher-value model focused on regulatory-grade data delivery.

Fenway launched in January 2025 as the UK’s only data firm built solely for FS regulatory delivery. Since launch, the business has developed its Decision Intelligence-led approach, codified its IP, assembled senior leadership, formalised a strategic partnership with Mastek, and built strategic and M&A interest while progressing opportunities across financial institutions, technology partners and ecosystem bodies.

Fenway is now moving from founder-built proposition into market activation: a Scotland-headquartered specialist firm built from proven experience, helping the FS ecosystem deliver regulatory change, strategic growth and innovation with greater confidence, evidence and control.
